Framework Overview
The Division Indigenous Peoples Education (IPEd) Framework was conceptualized for the implementation of the IPEd Program in the Division of La Union. It serves as the core basis in contextualizing the K to 12 curriculum.
This framework was prepared through collaborative efforts of teachers, school heads, focal persons, and elders - Indigenous Knowledge Systems and Practices (IKSP) holders and practitioners from the municipalities of Bagulin, Burgos, Pugo, San Gabriel, Santol and Sudipen.
Series of dialogues and consultations were conducted to discuss and harvest the IKSPs of the different Indigenous Cultural Communities (ICCs), validated by the elders themselves.

Indigenous Cultural Communities
Sixty-five percent of La Union's population are Indigenous Peoples, primarily belonging to three distinct cultural communities.
Found in Pugo, Sudipen, Santol, and San Gabriel. Most Bagos could trace their roots from Mountain Province, sharing similar culture with Kankanaey.

Found in Pugo and Burgos. Baguio City was known as the Eminent Domain of the Ibaloi. Some originated from Sablan, Benguet.

Found in San Gabriel, Bagulin, and Burgos. Originated from Mountain Province and Benguet, specifically Kapangan and Atok.

Ancestral Domain
Ancestral Domain (AD) concept of the three major ICCs of the Province of La Union is described as the interrelationship of Land, Spiritual, and the Community. All that is in the land is a part of the AD and not only limited on the territory/area that IPs occupy.
Meaningful life is Harmony of All among the ICCs of the province. The interrelationship of these three key elements is very much evident in farming - the main livelihood of the ICCs identified in the province.
